February 4th 2010, Arnaud Montebourg, socialist president of the department of Saône-et-Loire, made adopted his last rescue plan for the department. This one includes the levying of local tax in favour of old and disabled persons. The autonomy losses of the old persons, considered as the “fifth risk”, is at present taken care by the autonomy personalized benefit (APA: allocation personnalisée d'autonomie). Necessarily financed by departments, its budget is in constant increase. And Saône-et-Loire, which suffers an ageing of her population superior to the national average, feels difficulties for financing these solidarity’s spending.
The use of this tax will be checked by a triple device. It will be composed of a special committee of regional councillors (open to the oposition), a citizen’s jury (charged to estimate done the old and disabled persons a favour) and of a departmental committee of retired people and old persons (Coderpa) which will be associated with this control’s operation.
